CSOs Engage in Strengthening Tanzania’s National Energy Efficiency Action Plan (NEEAP) 2024–2034

The Government of Tanzania, through the Ministry of Energy, is developing the National Energy Efficiency Action Plan (NEEAP) 2024–2034 to guide national efforts toward reducing energy consumption, improving efficiency, and supporting sustainable economic growth. As part of this inclusive process, Civil Society Organizations (CSOs), coordinated under the Sustainable Energy Forum (SEF) led by TaTEDO–SESO, continue to play a central role in providing technical insights and community perspectives.
Strengthening Collaboration Between Government and CSOs; On 25 June 2025, SEF facilitated by TaTEDO SESO held a formal consultative meeting with the Ministry of Energy to present CSO inputs and recommendations for the development of the NEEAP. Building on this engagement, SEF-Tanzania later organized a two-day technical review workshop to:
- Assess how earlier CSO inputs have been incorporated into the current NEEAP draft
- Review progress and provide further improvements
- Identify opportunities for CSO involvement during the implementation phase
Participants included experts from the Ministry of Energy, UNDP, and CSOs from various regions of the country.
Key Highlights from the Opening Session; Assistant Commissioner Eng. Imani Mruma opened the workshop with an update on the ongoing NEEAP development. He emphasized the Ministry’s collaboration with UNDP and noted that the plan is built around eight strategic objectives, including raising national awareness on energy efficiency.
Eng. Mruma also highlighted the recent launch of Minimum Energy Performance Standards (MEPS) for appliances such as refrigerators, air conditioners, televisions, motors, and fans. These standards ensure that only energy-efficient and compliant products enter the Tanzanian market—helping protect consumers from high energy costs, reducing national electricity demand, and preventing the country from becoming a dumping ground for low-quality products.
He further guided participants through the draft NEEAP, outlining the strategic objectives, actions, implementation plan, responsible actors, and indicative budget.
Key Observations and Recommendations from CSOs
During the review session, CSO representatives raised several important points, including:
Many targets lack baseline data, making realistic planning and tracking difficult
Some targets appear overly ambitious compared to current investment levels
The roles of CSOs and private sector actors need clearer separation
The NEEAP should use simplified, accessible language to enhance public understanding
These inputs aimed to strengthen the credibility, feasibility, and inclusiveness of the final plan.
Collaborative Group Work: Participants worked in thematic groups to review the draft NEEAP section by section. They verified the integration of earlier CSO inputs and contributed new insights to support a more robust and practical implementation plan.
