Unlike other sectors in Tanzania's energy sectors, the administrative structure is confirmed at the national level which implies that there is no direct linkage of decision-making on energy strategies and interventions at the national level with the energy needs of people at the local level.

To ensure the sustainability of interventions implemented by TaTEDO-SESO and TNRF through the project named Integrated Sustainable Charcoal Value Chain Promotion Project(ISU-CHAVPRO), funded by the European Union (EU) and managed by the Ministry of Finance of the United Republic of Tanzania, TaTEDO- SESO has collaborated with five district councils in the Pwani Region to form District Sustainable Energy Development Cluster Teams. The initiative aims to promote sustainable energy practices and enhance forest conservation efforts.

From 2-10 Sept 2024 TaTEDO- SESO conducted a meeting with district officials of Kisarawe, Bagamoyo, Mkuranga, Kibiti, and Rufiji districts to discuss about sustainable energy, technologies, and services.

An important outcome of these meetings was the formation of District Sustainable Energy Development Clusters (DiSEDCs)teams and the identification of interventions to be incorporated in district development plan.  These clusters will ensure that sustainable energy issues are integrated into each district's development plans. Each district's energy team has prepared a comprehensive plan addressing energy issues, focusing on increasing access to clean and sustainable energy for the local communities.

The newly formed energy teams will play a crucial role in ensuring that sustainable energy technologies and services are incorporated into the development plan of each district, thereby supporting national efforts to promote sustainable energy and forest conservation in Tanzania.
